This volume contains the Proceedings of the 13th International Conference on Image Analysis and Processing (ICIAP 2005), held in Cagliari, Italy, at the conference centre “Centro della Cultura e dei Congressi”, on September 6–8, 2005. ICIAP 2005 was the thirteenth edition of a series of conferences organized every two years by the Italian group of researchersa?liated to the International Association for Pattern Recognition (GIRPR) with the aim to bring together researchers in image processing and pattern recognition from around the world. As for the previous editions, conference topics concerned the theory of image analysis and processing and its classical and Internet-driven applications. The central theme of ICIAP 2005 was “Pattern Recognition in the Internet and Mobile Communications Era”. The interest for such a theme was con?rmed by the large number of papers dealing with it, the special session devoted to pattern recognition for computer network security, and the emphasis of two invited talks on Internet and mobile communication issues. ICIAP 2005 received 217 paper submissions. Fifteen papers were collected into the two special sessions dealing with Pattern Recognition for Computer Network Security and Computer Vision for Augmented Reality and Augmented Environments.

The result of extensive archival recovery work, Ellen Brinks's study fills a significant gap in our understanding of women's literary history of the South Asian subcontinent under colonialism and of Indian women's contributions and responses to developing cultural and political nationalism. As Brinks shows, the invisibility of Anglophone Indian women writers cannot be explained simply as a matter of colonial marginalization or as a function of dominant theoretical approaches that reduce Indian women to the status of figures or tropes. The received narrative that British imperialism in India was perpetuated with little cultural contact between the colonizers and the colonized population is complicated by writers such as Toru Dutt, Krupabai Satthianadhan, Pandita Ramabai, Cornelia Sorabji, and Sarojini Naidu. All five women found large audiences for their literary works in India and in Great Britain, and all five were also deeply rooted in and connected to both South Asian and Western cultures. Their works created new zones of cultural contact and exchange that challenge postcolonial theory's tendencies towards abstract notions of the colonized women as passive and of English as a de-facto instrument of cultural domination. Brinks's close readings of these texts suggest new ways of reading a range of issues central to postcolonial studies: the relationship of colonized women to the metropolitan (literary) culture; Indian and English women's separate and joint engagements in reformist and nationalist struggles; the 'translatability' of culture; the articulation strategies and complex negotiations of self-identification of Anglophone Indian women writers; and the significance and place of cultural difference.

This study considers the ftrst century of international adjudication as a permanent fixture of the international society. By using speciftc international courts to which I was attached, as either a researcher or an employee, I was allowed to consider the various limitations to effective adjudication on the international plane. I recall the day in January of 1992 when the seeds of this manuscript were ftrst planted. I was on the fourth-floor of the Loeb Building at Carleton University leafing through a copy of Thomas Burgenthal's International Human Rights Law in a Nutshell when I came upon a chapter on the Inter-American Court of Human Rights. "How could this be?", I thought. "A little known human rights court in a part of the world fraught with human rights abuses". That semester, I followed through on a course in international human rights law with Professor Maureen Davies and accepted a University Fellowship to do graduate work at Brock University (Canada) the following year. Supported in my interest by Professor James Patrick Sewell, I sought and received an Organization of American States Fellowship to spend an academic year studying the Inter­ American Court of Human Rights, in situ, in San Jose, Costa Rica. It is from this period that I witnessed ftrst-hand how the Inter-American Court, although similar on paper to the European Court of Human Rights, was limited in its effectiveness through the lack of ftnancing and stafftng allocated to it by American States.
